NSW: Government responsible for crash, but no blame attaches

SYDNEY, Jan 16 AAP - The first thing Bob Carr said when releasing the damning report
into the Waterfall rail disaster was that the government accepted full responsibility
for the crash.
Yet within minutes he was saying that all three ministers who presided over a patently
unsafe rail system for 15 years were blameless.
Furthermore, the seven StateRail CEOs who served over the same period were also innocent.
